Landmark CCTV case brings hope for motorists
Many councils across the country are using CCTV equipped smart cars to enforce parking restrictions. However in order for the equipment to be legally used for this purpose it must be "certified" by the vehicle certification agency. (V.C.A.). Richmond council did not apply for the correct certification and therefore the parking adjudicator quashed the penalty charge notice. Strangely it is Richmond council who announced last year that they were ending the assault on the motorist and would be fair in parking enforcement. This announcement came after the liberal democrats, who introduced a controversial and unpopular parking permit charging scheme, were booted out by voters last year. The scheme, which resulted in very high permit charges for more polluting vehicles, was apparently introduced in order to reduce pollution. The scheme was flawed in that many residents would have to pay the increased charge even if they rarely used their vehicles. The scheme was estimated to raise up to £1m for the council which some people thought was the motive behind it.
